Ramazan Serkan Karakuş is a civil engineer and executive with approximately 25 years of experience in water structures and hydropower. Throughout his career in the public and private sectors, he has held responsibilities in the development of major dam and hydropower projects, feasibility studies, engineering design, tendering and permitting, construction management and commissioning.

Combining technical expertise with management experience, he has coordinated multidisciplinary teams, managed relationships with public institutions and overseen the technical and administrative processes of large energy investments. His experience includes hydropower projects of various scales, including projects with 260 MW of installed capacity.

In December 2022, he became a founding and managing partner of 3KA Mühendislik Enerji İnşaat A.Ş. Following the merger with HİDROMARK in October 2026, he serves as Chairman of the Board, leading the development of the company’s engineering expertise, project management capacity and sustainable growth.
